HRSD Capital Improvement Program Project (JR013200) -
HRSD is undertaking a project to replace the sanitary sewer pipe under Stoney Run Creek in Newport News. This will be accomplished by installing 1,300 linear feet of new sewer pipe adjacent to the existing pipe. The new pipe will be installed via a horizontal directional drill, which is a trenchless method that will minimize disturbance to the ground surface and waterway. The work will take place between Stoney Run Elementary School and Denbigh High School. Once the new pipe has been installed, the old sewer pipe will be taken out of service.

The contractor continues to install pipe in the ground. This work should not impact traffic.

On the north side of the project, the work will be confined to Stoney Run Elementary School and an unpaved portion of Lucas Creek Road. Construction traffic will be entering and exiting the north site at Lucas Creek Road and Hughes Drive. On the south side of the project, the work will be confined to a vacant City parcel adjacent to Denbigh High School. Construction traffic will be entering and exiting the south site at Lucas Creek Road and Denbigh Boulevard.

This project is a necessary part of a larger, federally-mandated program to reduce sewage overflows during rainstorms. This project will provide updated infrastructure that will help ensure HRSD’s ability to protect public health and the environment for decades to come.

We looked at several routes to determine what meets HRSD’s needs of price, property agreement terms, ease of access to the property for construction and future maintenance.

Disruptions to traffic will be minimized. No planned detours are anticipated but coordination with the public schools will be required to help direct traffic during the start and end of the school day. The majority of the project work will be located on unpaved private property and within the public right-of way. Much of the construction will be “trenchless,” meaning the contractor will not need to dig up the street to perform the work. However, coordination will be required for construction vehicles to access the project site.

The contractor will ensure that access to residences and the public schools will be maintained throughout construction. Trash and mail services will not be affected.

Work will typically take place Monday through Saturday during daylight hours (7 a.m. - 7 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.

Your water and sewer services should not be interrupted while construction is being performed.

Any pavement that is affected during construction will be restored to its current conditions or better upon completion of the project.

The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.

HRSD has obtained temporary construction easements on private property to complete the work and for the storage of the equipment and supplies on the active work site.

Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.

The estimated cost for the project is approximately $3.0 million and is financed by the wastewater treatment fees paid by HRSD customers.
