Bethel-Poquoson Force Main Part IV Replacement – Wythe Creek Exposed Crossing
HRSD Capital Improvement Program Project (YR014600) -
HRSD is undertaking a project to replace the sewer pipe and its supporting structure at its existing location along Wythe Creek Road from Hampton into Poquoson. This effort will consolidate the current 2 pipe system down to one newly constructed pipe. The newly constructed pipe will increase the sewer system’s reliability and will help to ensure HRSD’s ability to protect public health and the environment for decades to come.

Construction of the pipe is complete. The construction crews will be onsite working on the final restoration of the area.

The work will be conducted on public property adjacent to isolated private property areas. Construction traffic will be stationed along Wythe Creek Road between Wythe Landing Loop and Carys Chapel Road. Comprehensive traffic control plans, including flaggers and lane closures, will be implemented to minimize inconvenience.

This project is necessary to provide reliable sanitary sewer service along Wythe Creek Road. This project will provide updated infrastructure that will help ensure HRSD’s ability to protect public health and the environment for decades to come.

We look at several routes/sites to determine what meets HRSD’s needs of availability, price, location of the site to the existing pump station, property agreement terms, and ease of access to the property for construction and future maintenance.

Disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained. No planned detours are anticipated, but flagging will be used to help direct traffic as needed. Although majority of the project work will be located within the public and private right-of ways, much of the construction will be over the waterway and outside of the roadway, meaning the contractor will not need to dig up the street to fix the pipes. Certain sections of the pipe replacement will be needed to be reached via the Wythe Creek Bridge.

The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

Work will typically take place Monday through Friday during daylight hours (8 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.

Your sewer service will not be impacted by this project.

Most of the piping system is adjacent to and does not intersect the current roadway/bridge; however, if the work requires removal of any asphalt, curb, gutters, driveway aprons, or grass it will be restored when seasonable appropriate.

The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, saws, and associated activities should be anticipated.

The contractor will keep some supplies within the active work zone or in the public right-of way. This may include piping, timber, and equipment.

Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone. A potential parking lot is available on the north end (Poquoson side) of the bridge.

The estimated cost for the project is $3.5 million and is financed by the wastewater treatment fees paid by HRSD customers.
