HRSD Capital Improvement Program Project (SU010200)
HRSD is undertaking a project to construct several new pipes and pump stations that will bring sewage flows generated in the Town of Surry and vicinity to an existing HRSD pipe in Smithfield. The project will replace the existing Town Wastewater Treatment Plant with a new pump station. The new pipes and pump stations will generally be constructed along Rolfe Highway (north and south of the Town of Surry), along a Dominion Energy easement between the Surry West Industrial Park and Colonial Trail East (Route 10), along Route 10 and Route 10 Business (Old Stage Highway) to Smithfield. This project will also take the existing County Wastewater Treatment Plant out of service.

The sewer pipe is in service, and the work for the consent order has been met.
Work at the pump stations:
Hardy Elementary School Pump Station: The pump station is now in service.
Industrial Park Pump Station: The pump station is now in service.
Marina Drive Pump Station: The pump station is now in service.
Mt. Ray Pump Station: The pump station is now in service.
Pump Station #6: The pump station is now in service.
Pump Station #7: The pump station is now in service.
Surry Pump Station: The pump station is now in service. Demolition of the Town of Surry Wastewater Treatment Plant was completed in July 2023
School Complex Pump Station: Sewer pipe installation is complete. Work is expected to be complete in Spring 2025. Restoration activities are expected to be complete in early Summer 2025.
The work will be confined to the Town of Surry Wastewater Treatment Plant (HRSD property), Connie Drive, Surry West Industrial Park, Rolfe Highway (Route 31), Dominion Energy easement, Colonial Trail East (Route 10) and Route 10 Business (Old Stage Highway). Comprehensive traffic control plans will be implemented to minimize inconvenience.

The project will replace the existing aged Town Wastewater Treatment Plant with a new pump station, which will pump sewage flows to an existing pipe located in Smithfield.
Disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained. No planned detours are anticipated but flagging will be used to help direct traffic as needed. The majority of the project work will be located within the public and private right-of ways, easements, and HRSD property.
The contractor will ensure access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup, and will be responsible for returning them to each residence.
Work will typically take place Monday through Friday during daylight hours (7 a.m. – 4:00 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.
Your water and sewer service should not be impacted by this project.
The majority of the work will be outside of pavement limits but within the public right-of-way and easements adjacent to roadways. Major road crossings will be completed by tunneling under the roadway. Several minor roads will be open cut. Any surface features including pavements, curb, sidewalks, etc. damaged during construction will be restored.
The typical construction noises such as equipment engines and back-up alarms, materials being delivered, diesel generators and air compressors, sawing and the like should be anticipated.
The contractor will keep some supplies within the active work zone, in the public right-of way. Other materials will be stored at the existing Town Wastewater Treatment Plant site or in an offsite location.
Construction workers will park within the active work zone where feasible. Parking on private property, blocking of driveways, or parking in a manner impacting mail, refuse collection, or buses will not be permitted.
The estimated cost for the project is $42,315,671 million, and it is financed by the wastewater treatment fees paid by HRSD customers.
HRSD is not requiring residents to hook up to the new force main sewer line.
