Washington District Pump Station Area Sanitary Sewer Improvements
HRSD Capital Improvement Program Project (AT013000) -
The project consists of the installation of sewer pipeline that ranges in various sizes from 8 inches to 24 inches. Both gravity sewer pipes and force main sewer pipes will be installed as well as the installation of precast manholes and the rehabilitation of other manholes. Additionally, a 42-inch guided auger bore under the railroad will occur. A guided bore allows pipeline to be guided into place underground without cutting open the road above it, so the railroad will remain undisturbed. Some sanitary sewer lateral replacement and reconnections will occur as well. The existing pipe, manholes, and pump station outfall that are no longer needed will be abandoned in place. This means the abandoned pipes will be filled with a cementitious-like material so they can remain underground. This prevents more area from having to be dug up and disturbed. Pavement restoration of the affected roadways will occur once the sewer installation is complete. These improvements will replace aging infrastructure, increase capacity, and improve performance within HRSD’s sanitary sewer system.

The tie-in of the sewer pipeline to connect the newly installed pipe with the current pipe is schedule to occur on Campostella Avenue on the evening of April 17th. Curb and gutter replacement has begun along Neal Street. This is one of the final steps before milling and paving will occur. Traffic patterns will shift and will include partial lane closures and detours to thru traffic. Access to homes/businesses will be available for local traffic.
Beginning as early as April 22nd, sanitary sewer pipeline installation and site restoration work will occur on Great Bridge Boulevard between Bainbridge Boulevard and Lincoln Road. Traffic patterns will shift and will include road closures and detours to through traffic. Access to homes/businesses will be available. A detour map is available on both the April 2024 traffic advisory and Construction Notice Update #9, both of which are available in the “Project Advisories” section of the webpage. Driveway access may be impacted for a short amount of time when pipeline needs to be buried across driveways. If access could be impacted, the contractor will notify you in advance to make arrangements. This portion of the work is anticipated to be completed in 3 months. Due to the nature of construction, work is weather and situation dependent and dates are subject to change or be extended.

The work will be confined to Great Bridge Boulevard, River Creek Road, and Neal Street. Comprehensive traffic control plans will be implemented to minimize inconvenience.

This project is necessary to replace an existing sanitary sewer system which will improve the existing infrastructure currently posing as a potential risk of failure. This project will provide updated infrastructure ensuring HRSD’s ability to protect public health and the environment for decades to come.

We look at several routes/sites to determine what meets HRSD’s needs of availability, price, location of the site to the existing pump station, property agreement terms, ease of access to the property for construction and future maintenance.

Disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained. There are no planned detours for this project. If detours are to occur, advanced signage will be put in place, and flagging will be used to help direct traffic as needed.

The contractor will ensure access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

Work will typically take place Monday through Friday during daylight hours (7 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.

Your sewer service will be temporarily interrupted if work is to be performed on the sewer lateral pipe which serves your property. The contractor will notify you before your lateral is to be worked on so you can plan appropriately. Sewer service typically will be restored within several hours. Your water service should not be affected by this project.

Where sewer and lateral pipes are excavated, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.

The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.

The contractor has negotiated with a private property owner for a storage area in the project vicinity and this site will be used for most of the equipment and supplies. The contractor will keep some supplies within the active work zone, in the public right-of way.

Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.

The estimated cost for the project is $10.4 million and is financed by the wastewater treatment fees paid by HRSD customers.
