HRSD, your regional wastewater utility, is undertaking a project to raise or replace manhole frames and covers in West Point, Urbanna, and King William. The purpose of this project is to address manhole frames and covers that are damaged, broken, or below grade. Please see the Roads Affected Section of this webpage for specific roads that will be impacted. This effort will improve system reliability, enhance public safety, and reduce the potential for stormwater to enter the sanitary sewer.

The contractor is continuing to replace manhole frames and covers in West Point. The restoration because asphalt production is restricted during colder temperatures, the contractor will remain in West Point but focus on manhole work that does not require asphalt on colder days. Once temperatures rise and asphalt becomes available, the contractor will return to manholes that require asphalt for restoration. Construction notices have been distributed to the areas where crews will be working.
Work is scheduled to be completed one locality at a time. The following roads are scheduled to be included in this project:

Immediately following construction when seasonably appropriate.
This project is necessary to address manhole frames and covers that are damaged, broken, or underneath the pavement. Replacing or raising these castings/structures will improve system reliability, enhance public safety, and reduce the potential for stormwater infiltration into the sewer system.
A field survey was performed to evaluate the condition of manholes. Based on this assessment, manholes requiring adjustment or replacement were identified and included in the project.
Disruptions to traffic will be minimized. There may be occasional short duration detours or single lane closures. Flaggers will be present to help direct vehicles, as needed.
The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.
Work will typically take place Monday through Friday during daylight hours (7 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.
No interruptions to water or sewer service are anticipated during this project.
Where manholes are dug up or raised, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.
The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.
The contractor has negotiated with a private property owner for a storage area in the project vicinity and this site will be used for most of the equipment and supplies. The contractor will keep some supplies within the active work zone, in the public right-of-way.
Construction workers will not be allowed to park their personal vehicles on the public streets. However, work vehicles will be allowed to park within the active work zone.
The estimated cost for the project is approximately $1.1 million and is financed by the wastewater treatment fees paid by HRSD customers.

HRSD, your regional wastewater treatment utility, is starting a project in your neighborhood to replace the existing HRSD Hanover Avenue Pump Station that is nearing the end of its useful life. This replacement project will improve the sewer system’s performance and ensure continued, reliable sewer service in the future. This work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday.
