Bainbridge Boulevard Sewer Pipeline Update
Work at the intersection of Swain Avenue and Bainbridge Boulevard is complete, and Swain Avenue is now open.
Traffic Advisory - November 20, 2025
VIRGINIA BEACH – Motorists are advised that HRSD crews will be performing a sanitary sewer valve replacement on northbound Kempsville Road at the Beaufain Boulevard and Brandon Boulevard intersection. During this work, lane closures will be in place that will affect the flow of traffic as indicated on the map below. The work is scheduled to begin as early as 9:00 p.m. on November 21 and is expected to remain in place through Sunday night.

--Construction Work to Resume--
HRSD, your regional wastewater treatment utility, will resume work at the Land Motion Observatory at the James River Treatment Plant. This work should take place primarily between the hours of 7 a.m. – 6 p.m. Monday-Friday and 8 a.m. – 5 p.m. Saturday and Sunday.

HRSD has been protecting public health and the waters of Hampton Roads by effectively treating wastewater in the Hampton Roads service area since 1940. For more information about HRSD click here. To view the water cycle and learn more click here.
HRSD bills customers for its wastewater treatment services. Some local Water Utilities utilize the HRSD billing system, and for these accounts, customers will receive one combined HRUBS bill which includes their local Water Utility and HRSD. Customers in cities that do not utilize our billing system will receive two separate bills for water-related services: one from HRSD and one from your locality’s Water Utility.

No, your local public works department, or private service, provides trash collection.

HRSD does not provide testing of water for residents. Residents can contact their local Water Utilities to see if water testing service is offered there, contact the local extension service office, or seek private companies offering water testing for more information.

For most customers, HRSD's wastewater treatment charge is based on the amount of water used per billing period. For each billing period, the Water Utility reads the water meter and provides HRSD with the total amount of water consumed for that period. To view the water cycle and learn more click here.

In the absence of a water meter, a flat rate is billed.

HRSD,your regional wastewater treatment utility, will begin work to pave disturbed sections of Old Lucas Creek Road and Lucas Creek Road. This work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday.

HRSD, your regional wastewater treatment utility, will begin work to rehabilitate manholes along Berkley Avenue, Whitehead Avenue, Mahone Avenue, and State Street. This work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday.

--Jamestown Crescent Pump Station Construction Work to Begin--
HRSD, your regional wastewater treatment utility, is starting a project in your neighborhood to rehabilitate the HRSD Jamestown Crescent Pump Station that is nearing the end of its useful life. This rehabilitation project will improve the sewer system’s performance and ensure continued, reliable sewer service in the future. This work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday.
