The pipe installation is complete. The pipe abandonment portion of the project on Hampton University is scheduled for Summer 2026.
The work will take place on the following roads and associated intersections: Willard Avenue, Downes Street, S. Mallory Street, Cameron Street, Bainbridge Avenue, West County Street, Woodland Road, Settlers Landing Road, Emancipation Drive, Shore Road, and William R Harvey Way.

This project is a necessary part of the larger program to reduce sanitary sewage overflows during rainstorms, replace the existing 70+ year old pipeline that has reached the end of its useful service life, and relocate it to accommodate HRSD’s new pump station and Hampton University development. This project will provide updated infrastructure that will help ensure HRSD’s ability to protect public health and the environment for decades to come.
Several alignment options were analyzed during the study phase and evaluated based on cost, disruption to everyday life, constructability, and accessibility for future operations and maintenance. At the completion of the study, this location was deemed the best alternative. The selected corridors are well-established utilities corridors with room for continued utilization.
A primary concern with this project is the disruption of traffic. However, a comprehensive traffic control plan has been developed to provide safe working areas while limiting traffic disruptions. Most of the pipe installation will be accomplished using conventional excavation. Due to the size of the excavation required to install the pipe, this will generally mean the closure of travel lanes or detouring. Flagging will be used where necessary to help direct traffic.
Work hours vary based on the work area location and City of Hampton requirements and include the following:
Settlers Landing lane closures: 8:30 am - 4:00 pm and 6:00 pm - 6:00 am
Settlers Landing westbound detour (full closure): 24-hour work allowable December through January
On Hampton University Streets: 8:30 am - 4:00 pm and 6:00 pm - 6:00 am during summer break between Commencement and fall semester
Emancipation Drive: 8:30 am - 4:00 pm and 6:00 pm - 6:00 am with flagging for lane closure
Woodland Road: 9:00 am - 3:00 pm and 7:00 pm - 6:00 am with no work between Memorial Day and Labor Day
West County Street: 9:00 am - 3:00 pm; 7:00 pm - 6:00 am for flagging operations
All other parts of the work: 8:30 am – 4:00 pm
The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected.
There may be instances when sewer lateral pipes or water service lines need to be relocated to eliminate a conflict with the proposed pipeline. In these cases, you may be temporarily without water or sewer service while the work on the sewer laterals or water service lines is being performed. The contractor will notify you in advance of this work, so you can plan appropriately. Disruptions are typically restored within hours.
Where new pipelines are installed, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.
The typical construction noises such as construction equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sheet pile driving, sawing, etc. should be anticipated at the active construction area. During construction, the contractor will be required to keep the roadways and storm drains free of dirt and other debris. They will also apply water to the site and vehicles leaving the site as needed to minimize dust.
The contractor will store equipment and materials within storage yards identified by the contractor. Some equipment may be stored within the active work zone and public right-of way.
Construction workers will not be allowed to park their personal vehicles on private property. Work trucks will be allowed to park within the active work zone.
The estimated cost for the project is $14.8 million and is financed by the wastewater treatment fees paid by HRSD customers.
At the Hampton River crossing, the new pipeline will be installed by "trenchless methods". This will involve drilling a new pipeline under the river without disturbing the river. HRSD has acquired the necessary environmental permits to perform this work.

When the new pump station is completed, the existing pump station will be removed, and the existing site will be returned to green space. Additional gravity sewer work will be completed along Willard Avenue between Downes Street and E. Kelly Avenue to resolve similar infiltration and Inflow issues.

Gravity sewer installation and associated manhole work is continuing between National Avenue to Downes Street which will be followed by waterline replacement in this area. This work is expected to be complete by Summer 2026. Following completion of the gravity sewer installation, the old Willard Avenue Pump Station will be demolished.
Restoration will immediately follow. Traffic control and bypass piping will remain in place for the duration of the work, and some detours and road closures may be required. Access and parking for residents and businesses will be maintained.
The majority of the work regarding the pump station will be conducted on HRSD property and will have minimal impact on traffic; however, construction traffic will be entering and exiting the site from S. Willard Avenue and Downes Street. The gravity sewer work planned for S. Willard Avenue will require isolated lane closures. Comprehensive traffic control plans will be implemented to minimize inconvenience.

The project is necessary in order to provide reliable conveyance of sewage in the Phoebus area. Replacing the existing pump station with new modernized infrastructure will help to ensure wastewater capacity is adequate and will optimize HRSD’s ability to protect public health and the environment for decades to come.
The project consists of work to be done on HRSD property as well as sewer pipeline work to be installed in S. Willard Avenue and Downes Street. The majority of this work will be conducted on HRSD property and will have minimal impact on traffic. For the sewer pipeline work being installed in S. Willard Avenue and Downes Street, single lane traffic will be maintained throughout most of construction. Flagging may be used to help direct traffic as needed. Occasionally, block closures requiring minimal detours will be needed. Signage will be in place to direct traffic around any closures.
The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services should not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.
Work will typically take place Monday through Friday during daylight hours (7 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.
Your sewer service may be temporarily interrupted while work is performed on the sewer lateral pipe that serves your property or the gravity sewer which accepts flow from your lateral. The contractor will notify you before work begins so you can plan appropriately. Sewer service typically will be restored within several hours. Your water service should not be affected by this project.

HAMPTON – Motorists are advised that HRSD is scheduled to perform sanitary sewer rehabilitation work that will require the temporary closure of lanes at the intersection of northbound Big Bethel Road and West Mercury Boulevard. Lane closures are scheduled to begin the week of March 9, 2020 and remain in place through the end of March.
