This work should take place primarily between the hours of 8 a.m. to 6 p.m., Monday – Friday.
HRSD, your regional wastewater treatment utility, in coordination with the City of Chesapeake, is planning a project in your neighborhood to replace the existing HRSD and City sanitary sewer pipelines and public sewer service connections that are nearing the end of their useful life. This replacement project will also improve the system’s performance and ensure continued, reliable sewer service in the future. HRSD, your regional wastewater treatment utility, continues work to replace a sanitary sewer pipeline located along Wythe Creek Road. This work should take place primarily during daytime hours. Due to the nature of this upcoming work, some periods of 24/7 “around the clock” work may be required to install the utility pipeline.
--Nighttime Utility Work to Occur--
HRSD, your regional wastewater treatment utility, will continue work to install a sanitary sewer pipeline in West Avenue between 31st Street and 32nd Street. Most of the work for the upcoming phase of the project will take place primarily between the hours of 6 p.m. to 6 a.m., Monday – Friday. This portion of nighttime work is needed as the work will require a road closure.

The project consists of the installation of sewer pipeline that ranges in various sizes from 8 inches to 24 inches. Both gravity sewer pipes and force main sewer pipes will be installed as well as the installation of precast manholes and the rehabilitation of other manholes. Additionally, a 42-inch guided auger bore under the railroad will occur. A guided bore allows pipeline to be guided into place underground without cutting open the road above it, so the railroad will remain undisturbed. Some sanitary sewer lateral replacement and reconnections will occur as well. The existing pipe, manholes, and pump station outfall that are no longer needed will be abandoned in place. This means the abandoned pipes will be filled with a cementitious-like material so they can remain underground. This prevents more area from having to be dug up and disturbed. Pavement restoration of the affected roadways will occur once the sewer installation is complete. These improvements will replace aging infrastructure, increase capacity, and improve performance within HRSD’s sanitary sewer system.

The sewer pipeline installation is now complete. Final punch list items will continue throughout the remaining project zones with one manhole being repaired/reset at the intersection of Great Bridge Boulevard and Bainbridge Boulevard in early April. Pavement restoration was completed at the end of March, and striping will occur in early April. This work will require flagging operations to ensure traffic is managed safely in the area.
Please note that due to the nature of construction, all work is weather and condition dependent, and schedules are subject to change.
The work will be confined to Great Bridge Boulevard, River Creek Road, and Neal Street. Comprehensive traffic control plans will be implemented to minimize inconvenience.

This project is necessary to replace an existing sanitary sewer system which will improve the existing infrastructure currently posing as a potential risk of failure. This project will provide updated infrastructure ensuring HRSD’s ability to protect public health and the environment for decades to come.
We look at several routes/sites to determine what meets HRSD’s needs of availability, price, location of the site to the existing pump station, property agreement terms, ease of access to the property for construction and future maintenance.
Disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained. There are no planned detours for this project. If detours are to occur, advanced signage will be put in place, and flagging will be used to help direct traffic as needed.
The contractor will ensure access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.
Work will typically take place Monday through Friday during daylight hours (7 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.
Your sewer service will be temporarily interrupted if work is to be performed on the sewer lateral pipe which serves your property. The contractor will notify you before your lateral is to be worked on so you can plan appropriately. Sewer service typically will be restored within several hours. Your water service should not be affected by this project.
Where sewer and lateral pipes are excavated, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.
The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.
The contractor has negotiated with a private property owner for a storage area in the project vicinity and this site will be used for most of the equipment and supplies. The contractor will keep some supplies within the active work zone, in the public right-of way.
Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.
The estimated cost for the project is $10.4 million and is financed by the wastewater treatment fees paid by HRSD customers.

--Sheet Piling Operations Update--
HRSD, your regional wastewater treatment utility, is undertaking improvements for the James River Treatment Plant SWIFT project. The installation and removal of sheet piling operations will be ongoing intermittently during the project. This type of work only takes place during the hours of 7 am to 5 pm (Monday-Friday) in compliance with the project’s weekday work hours.

HRSD, your regional wastewater treatment utility, is undertaking a project to inspect and perform maintenance on the sanitary sewer piping along Trafton Arch within the Lake Princess Anne Apartment complex. This work should take place primarily between the hours of 8:30 a.m. to 5:00 p.m., Monday through Friday. This work can be weather and situation dependent and should not affect your water or sewer services.
