HRSD, your regional wastewater utility, is undertaking a project to replace and rehabilitate pump stations within the Lafayette Norview-Estabrook area in Norfolk. The improvements at Ashland Circle Pump Station include the permanent removal of the existing equipment. The Luxembourg Pump Station improvements include demolition of the existing station, construction of a new station, and various site improvements. New sewer pipelines and manholes will be installed from the old Ashland Circle site to the new Luxembourg Pump Station. This will allow the wastewater that previously flowed to Ashland Circle to flow to the Luxembourg Pump Station. Bypass pumps will be utilized during this work to ensure that sewer service is maintained. These pipes will be repaired or replaced within the city right-of-way. The sewer pipe installation is shown on the project map below; installation will occur on Luxembourg Street, Versailles Avenue, Norway Place, Holland Avenue, and Huntington Crescent. The owner of any private sewer service pipe that is found in need of repair will be contacted.

Luxembourg Pump Station: In March, the installation of the roofing system, windows, doors, insulation, and siding will continue. Once the roof is complete, the HVAC, plumbing, and mechanical work inside of the station can begin. This work will take place during the daytime and within the right-of-way and the HRSD Luxembourg Pump Station property. Access to homes/businesses will be available.

Sewer Pipe Installation: Sewer pipe installation continues on Versailles Avenue between Luxembourg Street and Norway Place and also on Norway Place near the intersection of Lasalle Avenue. Work near the Lasalle Avenue intersection is expected to be complete by the end of February. Work will then continue down Norway Place through June 2026.

Traffic patterns will shift and will include partial lane closures and detours to through traffic during the sewer pipe installation. Residents will have access to their homes/businesses. There may be times when work occurs in front of driveways. In those instances, parking will need to occur down the street until work in front of the driveway is complete. Street parking may be reduced where work equipment is present.

The work will be confined to the HRSD pump station properties and the public right-of-way. Work in the right-of-way will include pipeline replacement, manhole installation, traffic control, and roadway replacement/resurfacing. Construction traffic will be entering and exiting the pump station sites from Luxembourg Avenue and Ashland Circle. Comprehensive traffic control plans will be implemented to minimize inconvenience during the gravity sewer main/manhole installation. Impacted streets are as shown in the project map and as listed below: Ashland Circle, Huntington Crescent, Holland Avenue, Norway Place, Versailles Ave, and Luxembourg Street.

: This project is necessary to increase the reliability of the sewage collection system by replacing aging infrastructure and to improve the operation of the existing sewer system that will help ensure HRSD’s ability to protect public health and the environment for decades to come.
: Disruptions to traffic will be minimized as much as possible, and in most cases, a single lane of traffic will be maintained. Some planned detours are anticipated with the majority of impacts utilizing flagging operations to help direct traffic as needed. The new sewer installation will require deep excavations within the right-of-way, and for public safety, lane closures and detours must be utilized. Comprehensive traffic control plans will be implemented to minimize inconvenience.
: The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services should not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.
: Work will typically take place Monday through Friday during daylight hours (8 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.
: Your sewer service may be temporarily interrupted if work is to be performed on the sewer lateral pipe that serves your property. The contractor will notify you before your lateral is to be rehabilitated so you can plan appropriately. Sewer service typically will be restored within several hours. Your water service should not be affected by this project.
: Where sewer and lateral pipes are dug up, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.
: The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, etc. should be anticipated.
: It is anticipated that the contractor will negotiate with a private property owner for a storage area in the project vicinity, and this site will be used for most of the equipment and supplies. The contractor will keep some supplies within the active work zone, in the public right-of way.
: Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.

This replacement project will also improve the system’s performance and ensure continued, reliable sewer service in the future. The project is located off of La Valette Avenue near the Eggleston Horticultural Center and behind the Virginia Zoo. This project includes the demolition of the existing pump station, construction of a new pump station, the installation of new sanitary sewer piping, roadway restoration, and site improvements on the existing and proposed pump station sites. HRSD is undertaking a strategic program to replace, upgrade and relocate sanitary sewer pump stations and the connecting pipelines in the Larchmont Neighborhood. This program, made possible through wastewater collection and wastewater treatment fees, will protect public health by reducing the risk of sanitary sewer overflows during large rainfall events.

Sewer Connection

HRSD and the City of Norfolk adopted the Larchmont Comprehensive Sanitary Sewer Master Plan in early 2020 which determined design, construction efforts, and program management. The program will now be managed and enacted by HRSD. Currently, the Larchmont Neighborhood is serviced with eight pump stations located throughout the area. The program will consist of replacing two existing HRSD stations with two new stations in the same service areas while rehabilitating three other existing HRSD stations with new pumps, structural rehabilitation, and upgrading of electrical panels.

At the same time as the HRSD pump station construction and rehabilitation, the installation of new sanitary sewer pipelines will occur. These new pipelines will connect the new pump stations to the existing sewer pipelines to allow the sewage to flow to the HRSD treatment plant. Simultaneously constructing the pump stations and the pipelines will allow for contractors to complete their work as efficiently as possible and will minimize the overall timeline for disruptive construction work in the neighborhood.

HRSD continued their work this month on several projects to replace several new or rehabilitated pump stations and pipelines as part of the Larchmont Area Sanitary Sewer Improvements Program. Expected work includes excavation at pump station sites followed by the construction of pump stations and installation of new equipment. New sanitary sewer pipelines will be installed via open-cut trench excavation.

Hanover Avenue Pump Station: Construction of the new control building continues. Crews have begun masonry construction of the new exterior walls. Beginning in early March, the construction crew will continue with masonry work in addition to some site work setting new precast structures.

Jamestown Pump Station: Rehabilitation construction continues at the Jamestown Crescent Pump Station site. Upcoming work will include installation of under-slab bypass piping and placement of the new building foundation.

Magnolia Pump Station: Site work continues at the Magnolia Pump Station with the recent installation of new siding on the exterior of the new building. Electrical work inside the new control building is progressing as materials are received. Beginning in early March, the construction crews will begin work in the roadway of Monroe Place installing new sewer piping. Please see Construction Notice #13 under the "Project Advisories" section for more information on the sewer pipe installation on Monroe Place.

Powhatan Pump Station: Rehabilitation efforts at the Powhatan Pump Station will continue with further installation of electrical equipment and wiring. Crews are now beginning sitework with the installation of new precast concrete structures.

Richmond Crescent Pump Station: Rehabilitation work continues at the Richmond Crescent Pump Station with the installation of new electrical conduit and panels as material becomes available. The construction crews are currently working on the rehabilitation of the wet well along with exterior renovations to the building including new concrete stairs and thin brick masonry.

The following general conditions can be expected during construction at program sites:

Your water and sewer service should not be disrupted.
Through traffic will be detoured around active construction zones, but residents will still be able to access their homes. On-street parking will be closed in active pipeline construction zones.
Construction update notices will be distributed to those in the affected areas throughout the project to provide updates of upcoming work; these notices will also be posted on this project webpage and NextDoor.
Vibration monitors are located onsite and near construction areas to minimize disruption. Alerts are provided to the contractor if the vibrations exceed a particular level, and work will be stopped and reassessed if these vibrations exceed established sustained levels that may cause damage to residential structures.
Some noise can be expected from excavation, backup alarms, diesel generators, motors, sheet pile driving, and other work.
Dust control measures, such as temporary paving, frequent road cleaning, and/or application of water, will be enacted to reduce dust from becoming airborne.
Construction work sites will be fenced in to protect from entry, and warning signs will be placed around pipeline work.
Roadways and rights-of-way will be restored to their pre-construction structure and materials.
Due to the nature of construction, work is weather and situation dependent, and dates are subject to change.

The Larchmont Area Sanitary Sewer Improvement Program is a program by HRSD. The program is part of the recommended solution from the Larchmont Comprehensive Sanitary Sewer Master Plan that was adopted by HRSD and the City of Norfolk in early 2020 to serve the collective interests of the Larchmont Community, the City of Norfolk, and HRSD.

This program includes the demolition of two sanitary pump stations owned by HRSD, the construction of two new sanitary pump stations to be owned by HRSD, the rehabilitation of three HRSD pump stations, and the rehabilitation and replacement of approximately 1,470 feet of associated sewer pipelines in the Larchmont neighborhood.

The program is part of HRSD commitment to the Environmental Protection Agency (EPA) to reduce sanitary sewer overflows, pipe leakages, and interruptions in sewer service to customers due to aging infrastructure by 2028.

No. Although this program includes designing new pump stations and sewer lines that can withstand major rainfall events, it is not intended to collect or eliminate stormwater. The new pump stations and sanitary sewer lines will have increased capacity which will minimize sanitary sewer overflows (SSOs), but the system is not designed to be a stormwater collection and treatment system.

The program began construction in early 2025. Various phases of sewer pipeline installation and pump station construction will continue through late 2027.

You may see our personnel distributing notices and performing pre-construction assessments and our contractors preparing for program work. If access to a private property is needed, permission will be secured in advance with the property owner.

HRSD will provide advance notice via doorhangers ahead of all work taking place. You may also sign up at www.hrsd.com/subscriptions to receive an email notification whenever the website has an update about the program.

Disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained. Through traffic will be detoured around active construction zones, but residents will still be able to access their homes. On-street parking will be closed in active pipeline construction zones.

The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

Work will typically take place Monday through Friday during daylight hours (7 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.

The work required to rehabilitate or replace sanitary sewer lines may require the lateral pipe serving your property to be removed from service and subsequently reinstated once work on the main sewer pipe has completed. This interruption of service will be temporary, and the contractor will notify you before work begins so you can plan accordingly. Sewer service typically will be restored within several hours. Your water service should not be affected by this project.

Where sewer and lateral pipes are dug up, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.

The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.

To protect residents during construction, vibration monitoring will be utilized throughout the project. Vibration monitoring will be carried out in advance of and during construction. Alerts are provided to the contractor, and work will be stopped if these vibrations exceed federally established levels that may cause damage to residential structures.

The estimated cost for the program is approximately $56.9 million and is financed by the wastewater and wastewater treatment fees paid by HRSD customers.
