"Kiln Creek/Patrick Henry Mall Area Sewer Pipe Replacement"
Jefferson Avenue Interceptor Force Main Replacement Phase III
HRSD Capital Improvement Program Project (JR011730) -
HRSD is undertaking a project to replace and upgrade sewer pipes in the Kiln Creek/Patrick Henry Mall Area. Please refer to the project map to see the roads affected. This effort will increase operational flexibility, reduce system pressures, and improve performance within the sewer system. A micro-tunnel will be used to install the new sewer pipes under I-64 without cutting open the road above it. The remainder of the new sewer pipes will be installed in a trench. Pavement restoration of the roadways affected by installation of the sewer pipes will occur once the installation is complete. The existing sewer pipe will not be needed once the sewer pipes have been installed and will be abandoned in place. This means the abandoned pipes will be filled with a cementitious-like material so they can remain underground. This prevents more area from having to be dug up and disturbed.

Sanitary sewer pipe installation is continuing along Hancock Drive and Hamilton Drive. Pipeline work in Kiln Creek is being finalized. Pipeline installation is anticipated to be completed in Spring of 2025.
Additionally, the contractor will be abandoning the old sanitary sewer piping and restoring pavement in previously completed work areas. Flaggers will be utilized as necessary to direct traffic. Access and parking for residents and businesses will be maintained.

The work will be confined to the following roads:
- Jefferson Avenue
- Brick Kiln Boulevard
- Criston Drive
- Hancock Drive
- Patrick Henry Mall access loop
Comprehensive traffic control plans will be implemented to minimize inconvenience.

This project is necessary to increase the system operational flexibility and reduce system pressures. This project will provide upgraded infrastructure that will help ensure HRSD’s ability to protect public health and the environment for decades to come.

We look at several routes/sites to determine what meets HRSD’s needs of availability, price, property agreement terms, ease of access to the route for construction and future maintenance.

Disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained. No planned detours are anticipated, but flagging will be used to help direct traffic as needed.

The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services should not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

Work will typically take place Monday through Friday during daylight hours (7 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.

Your water and sewer service should not be affected by this project.

Where sewer pipeline is installed, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.

The typical construction noises such as equipment engines, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.

The contractor has negotiated with a private property owner for a storage area in the project vicinity and this site will be used for most of the equipment and supplies. The contractor will keep some supplies within the active work zone, in the public right-of way.

Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.

The estimated cost for the project is $21.5 million and is financed by the wastewater treatment fees paid by HRSD customers.
