Notice to Neighbors - March 2023

HRSD, your regional wastewater treatment utility, in coordination with the City of Chesapeake, is planning a project in your neighborhood to replace the existing HRSD and City sanitary sewer pipelines and public sewer service connections that are nearing the end of their useful life. This replacement project will also improve the system’s performance and ensure continued, reliable sewer service in the future. : The project consists of the installation of sewer pipeline that ranges in various sizes from 8 inches to 24 inches. Both gravity sewer pipes and force main sewer pipes will be installed as well as the installation of precast manholes and the rehabilitation of other manholes. Additionally, a 42-inch guided auger bore under the railroad will occur. A guided bore allows pipeline to be guided into place underground without cutting open the road above it, so the railroad will remain undisturbed. Some sanitary sewer lateral replacement and reconnections will occur as well. The existing pipe, manholes, and pump station outfall that are no longer needed will be abandoned in place. This means the abandoned pipes will be filled with a cementitious-like material so they can remain underground. This prevents more area from having to be dug up and disturbed. Pavement restoration of the affected roadways will occur once the sewer installation is complete. These improvements will replace aging infrastructure, increase capacity, and improve performance within HRSD’s sanitary sewer system.

The sewer pipeline installation is now complete. Repairs to the tracer wire along River Creek Road, as well as the manhole repair and reset at the intersection of Great Bridge Boulevard and Bainbridge Boulevard, have been completed. The contractor will continue working through the final punch list items across the remaining project zones throughout the month of May. This work may require flagging operations to ensure traffic is managed safely in the area.

Please note that due to the nature of construction, all work is weather and condition dependent, and schedules are subject to change.

The work will be confined to Great Bridge Boulevard, River Creek Road, and Neal Street. Comprehensive traffic control plans will be implemented to minimize inconvenience.

Staging:: Anticipated to be April 2023

Construction:: Spring 2023 - Spring 2026

Restoration:: Immediately following construction when seasonably appropriate.

: This project is necessary to replace an existing sanitary sewer system which will improve the existing infrastructure currently posing as a potential risk of failure. This project will provide updated infrastructure ensuring HRSD’s ability to protect public health and the environment for decades to come.
: We look at several routes/sites to determine what meets HRSD’s needs of availability, price, location of the site to the existing pump station, property agreement terms, ease of access to the property for construction and future maintenance.
: Disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained. There are no planned detours for this project. If detours are to occur, advanced signage will be put in place, and flagging will be used to help direct traffic as needed.
: The contractor will ensure access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.
: Work will typically take place Monday through Friday during daylight hours (7 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.
: Your sewer service will be temporarily interrupted if work is to be performed on the sewer lateral pipe which serves your property. The contractor will notify you before your lateral is to be worked on so you can plan appropriately. Sewer service typically will be restored within several hours. Your water service should not be affected by this project.
: Where sewer and lateral pipes are excavated, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.
: The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.
: The contractor has negotiated with a private property owner for a storage area in the project vicinity and this site will be used for most of the equipment and supplies. The contractor will keep some supplies within the active work zone, in the public right-of way.
: Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.
: The estimated cost for the project is $10.4 million and is financed by the wastewater treatment fees paid by HRSD customers.

Traffic Advisory - February 14, 2023

CHESAPEAKE – HRSD crews will be performing utility repair work on George Washington Highway near the intersection of Old Mill Road from 9:00 p.m. – 5:00 a.m. tonight and again on Wednesday, February 15. This work will require a reduction in travel lanes to safely perform the required repairs, so motorists may experience travel delays in the area during work hours.

The street restoration efforts on Park Avenue map are now complete! Vehicle traffic can access Rena B. Wright Elementary and residences in the area via the patched and temporarily resurfaced asphalt, as seen pictured to the right.

Sanitary Sewer Pipeline Construction Update

In February 2023, HRSD will continue its sanitary sewer replacement project with work beginning on Park Avenue between Bainbridge Boulevard and Rodgers Street. Construction will include the excavation of the road and sidewalk to replace the existing sanitary sewer pipes.
